Spending money on Dublin apartment before selling?

I presume you got permission from the Management company or were they non-existent anyway ?
No I didn't get permission for doing their job. They were there, but worse than useless. I hired a carpet cleaner as well and did the carpets too I forgot about that.

The apartment is not in bad condition but hasn't had a good paint or makeover for at least a decade
A repaint isn't a huge job. When I was looking 3 years ago I looked at one place that was scruffy. It was by far the least best presented and I looked at 3 apartments in the same development, both of the others were far nicer. It took nearly a year to sell, long after the others. The one that had a new bathroom and kitchen went first. They were not identical but there was 25k difference in final selling price between the freshly done up apartment and the one that took a year to sell, but I would imagine the owner of the nicer one probably spent a good bit on the kitchen and bathroom, unless she had someone who could do it for her.

Another thing to consider is the BER if you are near a B rating and you could do the few things to get to that B do it. It’s to do with the green mortgage rates. (This was advised to us by an EA at a recent valuation)
That's a good point - as little as a new front door which isn't a huge spend, or adding 100mm to 200mm of attic insulation isn't expensive.
