Sourcing equipment from States

I am in the process of sourcing some specialist equipment from the States which will cost approx. €10k. Just wondering if anyone can help me with the following queries;

1. If the vendor were to ship this to me and label it as 'preowned' - would it then no longer be liable to have import duites added?

2. When it comes to payment, what protection do I have if the transaction involves a wire transfer of funds prior to shipping? I would imagine very little(?) and if this is the case, how can I best protect myself from getting stung?
 
1. Not loopholes here as far as I know and anyhow you may be surprised at how low import duties are relevant to VAT @ 21%. Check out the Revenue duty section to classify the goods and hence duty applicable.

2. Could you make a cc payment and gain protection there? Considering cost of goods and if a sole supplier, would a trip over be adviseable to check integrity and then freight yourself?

I could but I'd rather avoid if I can guarantee that I can have them shipped without being ripped off.
