Software for media owners

I have been trying to source a good software package for the advertising industry i.e. A company that has hundreds of advertising sites, situated at various places/companies and then sells this advertising space on to advertising agencies on a cyclical basis ( 26 cycles per annum of 2 weeks each).

The software should be capable of confirming the advertising booking and then allow easy extraction of statistics for the important variables -

1. Staff for simple posting instructions
2. Owners of sites where advertising units are placed, for commission purposes
3. Advertising Agencies for monthly reconciliation

I would be grateful for any suggestions as I cant seem to find anything out there that would suit this purpose.
