It’s not really. It’s just tax collection and asset management for now, with payments in future.

The state already does tax collection (Revenue) and asset management (NTMA). Why anyone thought that DSP should reinvent the wheel is beyond me.
It is the spending of hundreds of millions on reinventing/doubling up existing systems which annoys me.

Employees will have no interaction with the actual collection process, it will just be another 'tax' Revenue collects along with IT, PRSI Employee, PRSI Employer and LPT. But with Revenue doing the collection they will have the reassurance that if their employer fails to pay actions will be swiftly taken.

Still looks terrible.
Taxes are involuntary. Pension contributions are the opposite.
Having Revenue involved will impress upon employers that they are better off minimising employer contributions or or avoiding them altogether.
Why create yet another stick for your own back?
