Sites subject to planning

When a site /field is being advertised "subject to planning permission", what does it mean?

Does it mean that the seller applies for planning permission once I pledge to buy it off him if the planning application is successful?

or does it mean that i can apply for planning permission myself without having ownership of the site, and then automatically buy it if Im successful?

the latter , ie you sign a contract to buy if your application for pp is sucessful, and likewise you can walk away if not sucessful. only cost is that of planning aplication and lost time !
 
That is correct.

The other option is to get the landowner apply for it in his/her name - may be a possible way of getting permission if there are any restrictions on satisfying local needs etc

Thats the way most sites are bought - subject to planning.

Here in Donegal a lot of the time its just a gentlemans agreement and no formal contract involved.
