Single Story Extension to House

Hello,

I'm considering building a single story extension to the side of our house.

In practical terms, we just want to add an additional room to the side of the house, maybe 25 sq. mtrs., perhaps less. It'll need natural light, but no seperate front access.

I'm getting mixed messages as to whether I need planning permission to do this, or not.

The more people I speak with and the more I read articles online, the more confused I'm becoming.

Can anyone please explain in "simple English" what is, and what is not, permitted, without planning permission?

I would have said yes it needs permission if it's to the side, only extensions to the back of the house and not visible as such from road under a certain size were exempt I thought? Added to that the back of the house is not necessarily the part opposite the front door, my father's house is gable facing road with front door on left hand 'side' wall so technically the back of his house opposite front door was not exempt and because the extension was visible and facing road we needed permission.

Class 1 of Exempted Development only exempts extensions to the rear:

CLASS 1
The extension of a house, by the construction or erection of an extension (including a conservatory) to the rear of the house or by the conversion for use as part of the house of any garage, store, shed or other similar structure attached to the rear or to the side of the house

To be absolutely sure, you could submit a Section 5 Declaration that would then protect you against challenges down the line.

Perhaps the confusion stems, at least in part, from the fact that you can convert an existing garage, but can't build an extension from scratch, if I've got it right.
