Should developers be obliged to provide 5% for community and cultural spaces?

If we look at the stats the % of drawdowns and volume and size of FTB in the market is the highest for a long time in many stats highest since the Celtic Tiger

Should we interpret this as a very strong market for FTBs. If so no intervention is required. It's healthy enough to absorb any community 5%
 
I feel this is derailing of the original subject.

The issues for FTBs are caused by the general crisis of the housing market. And I suggest the general govt approach of outsourcing everything.

This is no different they want to outsource the funding and development of community resources to developers.

Maybe look at how other countries handle the creation of theses community spaces. Do they leverage developers or fund it some other way.

There is - that doesn't mean the approach on this is right.
