Short Term Enterprise Allowance - no income tax?

I qualified for the STEA scheme in 2015 and set up my own business. As I had been unemployed for 12 months prior I was told that I would qualify for the Start your Own business tax relief.
When I mentioned this to my friend recently he said that I needed to be claiming some sort of unemployment assistance for those 12 months (which I hadn't) and therefore I may not qualify.
Does anyone have any experience in this regard? Thanks!
 
I had left my previous job and took time out to consider what to do in the future. I incorrectly thought I couldn't claim benefits as I had left my job voluntarily.
