Seriously bad leak- is my builder correct?

Hi,
Have a rented house. Bad leak due to frozen pipes. Water everywhere, ceilings collpased etc.
Builder started a week ago. Met him 3 days ago. Had all ceilings taken down and said would get dehumidifier in the following day. Arrive today and see he has started putting up new ceilings and no dehumidifier. Rang him. He said the wood was dry and once slabs up he will plaster and then get dehumidifier going as no point doing now as plaster will be wet and need to start over again?
Is this correct. I am worried about wooden beams in attic and first floor. Very grateful for any advice from people in the game.

I'd be worried about paster drying too quickly .... chance of cracks.

I'd have dried out the house first, reslabbed/plastered and let the plaster dry at its own pace.
