Septic tank inspection

Maybe someone here could help our septic tank has been in a neighbours land we have never had any need to gain entry to it.
It has been there like this since they built there house maybe 15 years ago.
We have been notified of an inspection will they need entry to neighbours land we have also noticed that they now have covered it..
Where do we stand now.
Just need advice on what to do
At this moment we do not have the money to pur in new system

Ask your neighbour politely to facilitate access and give them a nice bottle of wine when they do?

That wasn't exactly obvious from your original post.
I thought that septic tanks had a lid and ventilation?
I wouldn't have thought that chucking concrete over one was ideal?
I also thought that they needed maintenance more regularly than every 15 years?
 
Was there not an easement registered when that was constructed? Perhaps your solicitor will have details.

If not I suspect you're in bother, and will likely need to install a new treatment system to modern standards. As @ClubMan says, septic tanks need to have ventilation and inspection access. Without the ability to determine it is operating correctly, it will likely be condemned. There are grants available to part fund repair, upgrade or replacement.
