Selling affordable apartment

Hi guys
I Bought from Dublin CC in 2004 for €144,000, outstanding owed is €110,000. Can I just go ahead and sell for say €130k forget about clawback etc. and walk away with the money I put into it ,€20k....or do I need to Dublin city to value property. One close to me sold for 130 that's why I'm using that figure. Also do I need to get a solicitor involved and if anyone knows of 1 that specialises in the complicated procedures surrounding Affordable housing.

We just sold our AF House last month. We were batteling for the past year regarding the clawback. In the end we needed to get legal advice. There was a lot of letters backwards and forwards between us and Cork CC but eventually we got confirmation that the clawback wouldn't apply as we'd sold under the original price.
However, since selling they have now requested payment of a form of clawback as we got more for our house than the value they gave the property. We are still getting furhter legal advice on this aspect as there seems to be no legal basis for this going on their previous correspondance with us.
You will need legal advice in order to sell and you will consent from DCC before selling.
 
Thank you for reply. Have a meeting with an estate agent Friday so will see how it goes from there, AFAIK they have history of selling affordable property in the past. DCC are an incompetent lot when it comes AH so I reckon legal representation will be required
