Section 23 Relief and Tax Returns

Last year, I bought a Section 23 Apartment. I did not make any profit last year so do not wish to invoke this tax allowance yet. Is there a time limit for invoking this allowance? Is there a time limit for using the relief? I have read the tax office booklet and did not find it that clear. Also, on the certificate from the Developer, the amount of the relief is stated + VAT. It did not state how much the VAT is. Can I also claim the VAT? Can anyone help please?
