Is it possible to have a section 23 cert issued 10 years after a property was built? This is a property in a section 23 development, but neither section 23 relief nor owner-occupier relief were ever claimed. If the property is now sold is it possible to sell it as a ‘section 23 property’, i.e. the purchaser could claim section 23 relief?
