Secondary windows to stop outside noise in apartments

Basically there is a restriction on getting new windows as the type in unusual that are currently there and management company would not allow new windows. So basically putting another set of windows internally should cut out sound. Anyone do this ? Any recomandations and prices. Two large front windows is what would need doing. Primary reason is to cut out sound from the street such as traffic and drunks. There is sufficient room in the window surround for a gap of up to 8 inches between both sets.
 
I've been in an apartment facing a busy road where that was done and it did indeed make noticeable a difference to traffic volumes within the apartment, and in that case there was only an inch or so between the primary and secondary glazing units. Unfortunately I have no idea who installed it though.
 
I've just put in a sliding patio door, the concept is the same as your query, there is now total silence in the hallway where previously there was significant road noise through the door area.

It may look odd but it will work.
