RTB orders couple to pay rent due for not giving proper notice

Cost rental is administered and run by AHBs. They are not private tenancies in the usual sense.
Precisely, but they are included in the RTBs figures for the PRS ie private landlords. Take a look at the RTBs last annual report - they are included in the PRS figures there, take a look at the RTB Director's Reports from mid-2024 onwards, included there as well.

Very few landlords pursue errant tenants because they know that even if they win, they won't get their money back.
There's quite a few cases though, mainly for arrears and overholding. They might not get their money back but it may help a case where for example there are mortgage arrears caused by same in trying to get a better outcome. There's 65 cases listed on the RTB website for 2025 and 55 of them are for arrears and overholding, for sums sometimes exceeding 40k. Not something you exactly want a future employer or landlord to be reading about. Several of them are Sherriff's orders too - so these are going to enforcement and these won't end well for these former tenants.

They have to be, so there is inclusion in the system to remediate issues. And AHBs do seem to be using the system to pursue tenants for arrears and vacant possession judging by last years report. Which is insane, as AHB tenancies are not handed out like sweets.

Our point is that the RTB is saying that the number of landlords and private tenancies is increasing. When you analyse the figures, landlord and private tenancy numbers are falling. That fall is being masked and turned into an increase by the recent inclusion of cost rentals in the private landlord numbers. It is also being masked by the fact that many of the new PRS tenancies are actually unregistered landlords who were caught - upto 6,000 in the year to September 2025

Of course they have to count cost-rentals, they supervise them as well, but not as part of the PRS.

The RTB data is meaningless, it refers to the number of landlords who are complying with the law and registering private tenancies.
CSO reported 330k rentals in 2022 and 326k in 2016. They did, however do a considerably higher level of data scrutiny in 2022 which they didn't do in 2016 which slightly reduced the 2022 figure. 2011 figure was 305k.

The RTB doesn't view it that way. They consider it the "most authoritative and complete source of information on the size and profile of Ireland’s rental sector."

It's the RTB numbers that are referenced by the Taoiseach, Housing Minister, the press and housing committee members. That's why their massaging the numbers is so serious. It's clearly misleading what they are doing, mixing very different tenancies.
