Rights of commission only employee?

My OH has worked in a service company for 4 years and they are looking to change the salary arrangement with all senior employees. Up to now they have had a set basic wage with commission, the new proposed arrangement is commission only but at a higher rate. The employees have been told that they can remain on a basic wage but it would be less than at present while the commission rate would remain at the lower rate.

Basically it seems that the company is trying to put in place a wage reduction.

If my OH agrees to go commission only will this affect her employment rights?

The company has said that for people on commission only they will calculate holiday pay on an average of the previous few months. There isn't a written contract of employment at present.
 
Going commission only should not affect her rights. She is still an employee. I've never come across this situation and would have thought there must be some minimum wage requirement....

She should have received written terms a long time ago and the company is in breach of their obligations in that regard.
