Rents down this quarter in Dublin. When does it cease to be an RPZ

So we have rents down in Dublin now last quarter. Is it 3 more quartees of less than 7% increases and then it's not a RPZ?
 
I wouldn't get too excited by this news.

The RTB index also showed quarter-on-quarter falls in Dublin in the first quarters of both 2015 and 2016. The numbers are volatile and it's really the annualised rate (which smooths out some of the volatility) that matters.
 
Ah well. Looks like im still selling it then.
I had a sliver of hope that I could get back to market rate and then keep it for a while.
You've dashed my hopes.

Raises the question though - who's figures do they use for calculations regarding rpzs
