Rent relief claim

I recently applied for rent relief online using the ROS facility for the years 2005 2006. My ROS account now shows a tax credit for the respective years.
Why is it a tax credit and not payed to me by cheque as in previous years?
 
Have you PAYE paid in these years? The rent tax credit is a non-refundable tax credit, which basically means the tax credit is no good to you unless you have PAYE paid to set against the credit.
 
So I am currently working and have been over the last view years, but I would like to claim tax back on rent I paid from June 2006 to present. I would Ideally like it in cash. So Should I send in the form, link below, and claim for June - Dec 06 and hopefully get this in cash? Then next year do the same for 2007.

Ideally I would like it in cash or paid into my account, Can this be done and how?
