Regulation of Vulture fund (Shoreline/Pepper)

I believe I can prove I have been overcharged interest by Pepper (Shoreline) - If I believe (can prove) this is the case who do I contact, assuming I get no joy from Pepper to get resolved?

Surely, if someone like Pepper can affect your credit rating then surely they are accountable to someone?
