recieved quote for flat roof does it sound reasonable?

got a quote today for a roofing job( flat roof kitchen extension) 5 meters by 4 meters). 3.500 Euros for using something called steel tiling to cover over existing felt roof and gutters of the house front and back. He says the covering over the old roof is just as good as taking it down.

Does that sound reasonable??

Sounds very strange but I'm no expert. Perhaps others here can advise?
