Re-mortgage or sell ...

Hey guys,
Can anyone tell me who I should speak to or is there anyone out there who could advise us on the following ..
We're building a house for around 280K ...
We own a house with around 100K left on mortgage ...
This house has been valued at around 400K ...
We plan to live in new house ...
Do we re-mortgage current house to pay for build and maybe rent out
to pay mortgage or are there any other options ??
