Annual Irish Consumer Price Inflation back over 5% in March

What does this link mean exactly?
Is it 5% from march 06 to march 07?

This link points out that:

The annual rate of inflation reached 5.1 per cent in March, an increase of 0.3 per cent on February's figure. The rise in last month's consumer price index (CPI) compares to an increase of 0.4 per cent during March last year.


What was it at the start of the year?
Does anyone have a link that has an archive on the rate of inflation?

But it states that inflation was at 2.6% Feb 06 to Feb 07. But I am not too sure if this is the index as this is the Harmonized Indices of Consumer Prices (HICPs)?

Sorry about the post but i am just trying to get a better understanding of this. Any pointers gladly appreciated.

the 5.1% is a year on year figure i.e. march 06 to march 07.

HICP is a different measure of inflation compared with CPI. It is a Harmonized (thats what the h is for) index used to compare across EU member states and tends to be lower for ireland as it doesnt take account of mortgage repayment increases; the MEB also has info on this.
 
You want statistics on the rate of inflation over the years. You can get it in bucketfuls from www.cso.ie . Here's the link to consumer price index going back for 93 years .... yes that is back to 1914 and up to the present.

If you select the 2nd link and select Base November 1989=100 on the left tab and 2007M03 on the right select continue you get 167.0.

What is this exactly?
It seems like a good tool, but I don't understatnd the whole Base 100 factor. Is this some kind of normalisation?
 
This means that since November 1989 the general price level has risen from 100 to 167. This means there has been 67% cumulative inflation since then.

All indices have a base period and a base value. For example, the ISEQ started at 1000 back in 1987. The CPI above started at 100 in November 1989.
