Other public liability insurance enough?

A lady I know is interested in setting up a parent and toddler group in a local community centre. The community centre has public liability insurance. Would the parent and toddler group need separate insurance or would they be covered by the public liabilty insurance? the group will not employ any staff - as the parents attending with their children will be running the group. In the first instance, you'd need to ask the community centre's insurance company.
