Wasn't aware of this until I heard it mentioned on a radio or podcast ad in the last few days.

I have to read about this further, but the original ESRI proposal was bonkers.

It proposed replacing the IQC with a new CISP, Child Income Support Payment.

The Increase for a Qualified Child (IQC) is a welfare payment for children, whose parents receive social welfare.

IQC rates are currently €58 and €78 per week, depending on the age of the child.

IQC rates have been increased a lot recently.

IQC may cause both unemployment and poverty traps.


The ESRI proposal is to replace the IQC with €222.60 per child per week CISP.

This would massively increase the incentive to stay unemployed, and would act as a massive
attraction for non-working migrant families to come here.

On further quick reading, this consultation does not discuss actual benefit payment rates, which is good.


I recall showing the ESRI proposal of €222.60 per child to my students, and two mature students said it's crazy - nobody would work.
