It was a new product specifically without thr cashback when they wanted to show a low rate.

PTSB to launch non-cashback mortgage

PTSB will be launching a new mortgage rate later this month, which doesn't have cashback on drawdown. Initially it will only be a 4 year rate, at 2.25% for LTVs
