PRSI Credit - Why?

I am at a loss as to why there has been a PRSI credit introduced for certain classes of PRSI.
It just seems to be an additional layer to the complexity of payroll calculations.
Does anyone know why?

Because if there was no credit, there's a disincentive to earn marginally above 352 per week, since once you earn above that level PRSI applies to all earnings.
