Providing Advice on Pensions etc

If somone is interested in providing advice to people on their pensions (and possible associated life assurance) as a second job to their full time one, what do they need in terms of qualifications (has most of the QFAs and a Dimploma from the PMI and LIA in pensions). Does he need to register himself with an organisation and obtain permission? Most of the broker support sites (IBA etc) deal with Life Assurance and general insurance advice. Would someone offering this advice be an investment intermediary and so register with IFSRA in some form and would that suffice?
