Property Value for Tax Assessment

When getting a property valued for assessment of tax. Do revenue insist on the valuer being a member of any particular professional associations.
For example, Property Regulatory Authority (PSRA) , The Royal Institution of Chartered Surveyors (RICS), Society of Chartered Surveyors Ireland (SCSI).
Someone suggested that, a valuation can be disputed and unless done by a member of the SCSI, due their Red Book .

The implication being that if disputed revenue might consider the property was under valued and look for more tax at a later date.
 
Values are not always straightforward. You might have sitting tenants, stuck on a low rent, the site might have a potential for another site on it.
Its also dependent on market conditions. You don't really know what a property will sell for, and thus its value unless one very similar has sold recently.
