Property register price difference between what is online and what was paid

Hello, a friend of mine paid 255k last year on a new build but has noticed this week that the property register listing shows her house being bought for 224k. Is there a reason for such a large discrepancy? Same difference shows for her neighbours house as well. Is this a case of false reporting by the builder for tax purposes or something much more innocent?

The property price register gets its information from the stamp duty return filed by the solicitor for the purchaser (ie your solicitor), it has nothing to do with the vendor/developer.
