Proforma Invoice

I am currently working on a project based on an hourly rate for the past 6 weeks.

I have been asked to submit a proforma invoice from the start of the job to todays date.

Never done this before as I normally just issue a vat invoice and receive payment.

Am i right in thinking that a proforma invoice is detailing what I have done but payment will not be issued from this kind of invoice?

Proforma invoice is like a payment request - then when you receive payment you issue your invoice. Normally has a note at the bottom, a vat invoice will issue upon receipt of payment in full...
It also means they wont be liable for the vat until they pay you - are you sure they are going to pay straight away??
 
I paid a Proforma invoice in May and I'm having trouble getting a proper VAT invoice out of the organisation that issued it so I can't reclaim the VAT.
What are my options?
