Problems heating water

Hi All,

We have one of these Horstmann E7 Quartz controlling our Nightsaver immersion water heating. The timer seems fine and it switches on at around 4 am but the water is not heating up. When i turn on the 2 hour boost the water does heat up however i do not want to do this all the time as it is more expensive.

I am wondering if it is a timer issue or a tank issue and therefore would i need to contact an electrician or a plumber?
