Preliminary tax when previous year's final liability was insignificant

Help, I’m tearing my remaining hair out having wasted a few weeks trying to get an answer from Revenue. While a little unusual, I don’t believe this can be a unique situation:

2025 Schedule D liability approx €3,750 (foreign interest @ 33%)
2025 Schedule E overpayment of approx €3,650 (significant errors in tax credits, allocations etc - don't ask)

Final liability for 2025 per Form 11 = €100 approx

2025 Prelim tax paid was paid in Nov 2025 on basis of 100% of previous year (2024) = €2,900
2025 Form 11 completed in Feb 2026 resulted in a refund of = €2,800

All fine, 2025 Balancing statement issued by Revenue in Feb 2026 reflecting the above and refunds paid

In the near future I need to calculate, submit and pay preliminary tax for 2026. My schedule D liability will be €4,250 (foreign interest @ 33%). Schedule E should be more or less correct/balanced.

Two questions:

Basis of 2026 preliminary tax - if I opt for 100% of previous year, it appears that my liability is €100. Is this correct and acceptable, or is there any sub rule which forces me to use 90% of the current year’s liability or reference the calculation to Schedule D only where the previous year’s final liability was negative, zero or an insignificant amount ?

Because I submitted my 2025 Form 11 in Feb 2026 and Revenue issued the final assessment and paid the refund, I am blocked from amending my 2025 Form 11 on ROS (Tells me to contact Revenue). I’ve called a few times and in simple terms the person I was talking to hadn’t a clue and had no advice to offer other than they would get back to me which of course they didn't. I really don't want to go through My Enquiries because it’s incredibly frustrating and all previous attempts to use that took forever and they constantly misunderstand or send irrelevant answers. Does anybody know how to submit preliminary tax where the previous year’s Form 11 is already finalised, or do I just go straight to the payment stage and input the amount I want to pay ?

Thanks in advance - I’m not really looking for links to random documents on revenue.ie or guesses or what the safest option is or to be told that I can pay more to avoid some vaguely possible perceived risk of interest etc or anything from AI - just answers to the specific questions from someone in the know would be great

Hi Freelance,

This is strange. I submitted my 2025 form 11 a few weeks ago and got tax refunds. I am able to amend the 2025 form 11.

You can pay preliminary tax for 2026 in the
Submit a once off payment section.
I always pay preliminary tax this way. I usually submit form 11 early in the year with no preliminary tax paid and then in October I pay using the once off payment method.

Thanks for the replies folks. I'm clear about how I will proceed. Much appreciated.

The following is the message that's displayed when I try. I'm guessing that it's either because of the elapsed time (it was filed, finalised and refund paid in Feb and it's now Sept) or the fact that it ended with a largish refund. Or possibly because revenue had to intervene and make a number of manual attempts to sort it because we also ran foul of the problem with the age tax credit that impacted Form 11 early this year. But it's academic if I bypass this and simply pay via the payment stage. (In previous years I've always submitted prelim tax at the same time as filing form 11 for the previous year).
