Will have 40 years full service in public sector at age 59, is there an option to retire at age 59 with full pension or must retirement age be 60 - 65 to qualify for retirement pension in the pre 95 scheme D class prsi?

To the best of my knowledge, you will have to wait until 60 to avail of your full pension. If you retire at 59, there will be some reduction (the cost-neutral early retirement).

Circa 2002, I remember a pre 95 retiring (maybe it was a resignation) at 58 ish.

I think he got lumpsum/ pension at 60.

He started working for the council just after his Leaving (big deal back then) so would have had continued service and the 40 years.
He was an Officer grade and PRSI D.

I know there have been changes. My advise is to contact your local supperation section.

Are you HSE or Council?

Not unless you are fast accrual like a prison officer or a guard.

You can do either:
-retire at 59 and take an actuarial adjustment to get pension straight away.
-resign at 59 and get your full pension and lump sum on your 60th birthday.

If you resign at 59 you won't get any jobseekers benefit due to Class D PRSI. You might be entitled to means-tested allowance if your assets are low and no other household income.
