Pre 95 Pension lower than State Pension

My mother worked on and off as a Clerical Officer in the civil service and has a pension pre 1995 D1 PRSI.

Due to the fairly large increases in State Pensions in the last few Budgets, her pension is now lower than the State Pension.

I'm assumng Non-Contributory is the one you use for D1 PRSI?

Is there a mechanism to bridge the gap to the State Pension Non-Contributory? Seems daft she's on less when she worked for years.

Certainly shows that the notion of the gold plated civil/public service pensions is not always the case.

She may have paid pension contribution plus D rate PRSI over those years but her pension will be less than those who qualify on the basis of A rate PRSI contributions only. The state pension can be a nice top up for those who have made provision for their own private pensions. Not so for pre 95 state employees, but rarely mentioned when comparisons are being made and "gold plated" is being quoted. I heard a number of elderly former CIE employees on the radio over the summer. Their pension scheme was frozen after the financial crash. As they were D rate PRSI payers their pensions had fallen well below state pension level and some were struggling to survive. Hopefully the issue has been sorted for them as many had worked for 40 years.
