In order for a non-EU citizen to marry an Irish citizen in Ireland he/she needs to apply to a Civil Registrar for permission to marry and then apply for a Marriage Visa.
He/she can apply to get permission to notify the Registrar in writing rather than in person.
A PPS number is required for all parties serving notice of intention to marry, who have or will have a current or a future address within the State.

But to get a PPSN, you need to be in Ireland and have proof of address.
Anyone see a solution?
 
You can apply for a PPSN number remotely. It is a frequently used process when ex-pats are coming into Ireland and avoids the requirement to attend a social welfare office in person. I haven't used in a few years and look at the website (www.welfare.ie) and you may find something there.
