Can a person that holds power of attorney for a relative, move their bank account to a new bank if they are unhappy with their existing bank?
 
It's an enduring power of attorney and will be enacted soon, they and their family have been treated so badly by the bank that they would prefer to deal with another bank in the future
 
But an enduring power of attorney only comes into force when the donor (of the power of attorney) is no longer fully mentally capable of taking decisions for him/her self. If the power has yet to be enacted then the donor cannot lack full mental capacity, therefore the attorney has no powers to act.
