Power of attorney not being recognised by bank

My father has banked with bank X for over 40 years
I have also banked with bank X for over 20 years.
My father appointed me as attorney under gpa.
Local branch where I live sought all my details including id, utility bills etc when I furnished them with certified copy of gpa.
My dad's solicitor gave the gpa to my dad's local branch (that's in another county) and asked them to recognise it.
My father has also written to his local branch directly asking them to recognise the gpa and also to issue him with a new chequebook.(he always uses cheques only)

Despite all of this, my local branch want passport or pps card of my father. He has neither. He is late 80s and seriously immobile, in very poor health, resident in a care home. He cannot come into a branch.
He cannot make application
I have been in my local
branch Dublin on several occasions now. Any advice?

Gpa was lodged in local branch end May.

What bank is this? Most banks have specially trained units and staff to support vulnerable people. Numbers are at the bottom of attached link. Might be worth contacting them if the branches are unable to help. They can be 'computer says no' operations....

Still get nowhere, might be worth changing banks. Doesn't make any difference how long you are with them to be honest.

He can apply for a passport online if necessary:
They most likely need some form of id to be fair.

I've contacted the vulnerable customers unit who told me go into my local branch. I've been into local branch several times now and they have everything except the id.
He has no cheque book so cant operate his account.

He requested a statement from his local branch to his new address over two weeks ago. That wasn't acknowledged. He has medical bills and will have a lot more in the short term unfortunately.

Being told by the vulnerable unit to simply go to the branch is not acceptable. You need to go back to them and tell them what issues you are facing with the branch. If you still have no satisfaction, I would consider making a complaint. To be honest, banks do take these things seriously. While there are certain requirements they can't skip over, they usually go out of their way to offer a solution.

The situation you describe where a vulnerable customer who has banked there for over 40 years is being asked for ID for some reason should be easily solved. You just need to find someone to take an interest and look at it as an individual case.
 
Good advice above.
If you need photo ID, there is a form (ML10 ?) that you can get completed by a Garda and us accepted form of ID. But the vulnerable customer unit of your bank should be able to help you with this. You're not the first person in this situation.

In relation to the cheque book, you might have triggered a block. Some banks block cheques on vulnerable customers accounts for security reasons.
 
Thanks. It's all a bit stressful. He needs very specialised medical assistance at the moment.
I even suggested in my branch that I'd show them exactly what is being bought for him if that would help. I don't know what to do.

So that ml10 form was discontinued in 2022. However, there appears to be flexibility with id
Bpfi guidance:
"This guidance indicates that while passport and EU or Irish driving licence are accepted as standard forms of proof of identity, a bank will accept alternative documents as proof of identity, if the applicant does not have either a passport or a driving licence."

It does seem odd that he needs id after banking for 50 years with them.
They know who he is (from his existing account)
They know who i am (from my account and all Id I submitted).

Weirdly, the opposite in fact. He would have opened his account before KYC / AML checks were required. They've probably got absolutely no ID for him, and legislation didn't require them to request it. Now you've come along with a change of address, GPA, etc. Asking for ID is standard for such changes.

But you're not the first person to do it, you just need a 'person' that will actually help you.

Ah, pity. That was a standard form.
 
Has he ever had a passport? If he did and it expired less than five years ago then process for getting a new one is fairly straightforward and might be quicker than more back and forth with the bank.
 
He had a passport..25 years ago! No travel pass unfortunately. hopefully will figure it out. That vulnerable customers unit is simply a "computer says no" exercise. Ive been on to them for over an hour yesterday. Are some banks better than others with this kind of thing?
I'm seriously considering switching my account to another bank if there is one that actually provide a meaningful service in this regard. But maybe they're all the same.
