Post office versus Bank??

I have about 40k to invest over a 2 year period. Recently I have been told that Post office certs or bonds give better returns than the best the Banks can offer when dirt tax is taken into consideration. I think I also have option to withdraw my funds at minimal notice should the need arise.
My question is, post office or Bank?

Thanks for the speedy reply. What does this equate to with the Dirt taken off? Also what are the problems if I needed to get cash within that period. Are there any penalties for terminating early?
