Post 1995 Pension question (Supplementary & Contributory Pension)

If a person retires say 60yrs age on a post 1995 pension and they recieve same plus their Supplementary, 2yrs later having recieved % national wage agreement increases in both pension and supplementary eleement, but then apparently the max supplementary they can get is equivalent to the full contributory OAP, what are the options available to get the increases due on their supplementary if the amount is above the contributory rate.
 
The maximum supplementary payable is the maximum rate of the State Pension at 66. Unless there is some very specific exception for the fast accrual pension schemes there is no provision to provide any increase beyond the max State Pension amount. From Circular 12/2024:

"The maximum rate of OSP payable at any time shall, in no case, exceed the Max SPC, as defined above, payable at the time the pension increase applies."
