Planning: run down cottage in the Dublin mountains?

i was just wondering would it be easy to get planning on a run down cottage in the Dublin mountains?

It has not been lived in for 43 years but still has windows and doors No electricity or running water but the they run along side the house underground

Would i have trouble applying for planning to renovate this into a home?

any ideas welcome

would my neighbors be able to object?

Usually the best source of information on how the planning authority are likely to look at a planning application is a local engineer. The neighbours can always object if you are making a planning application- its part of the process.
