Planning permission notice - how long for outcome?

I noticed over Christmas that there is a planning notice gone up for a number of house in an area I would be interested in buying in.
Three questions: first of all, how long does it usually take for a developer/builder to get permission granted, assuming there will be no objections?
Secondly, how could/should I go about possibly trying to buy off plans? Just contact the builder directly and ask him if he is willing to sell one of the houses off the plans? What are the pros and cons of this?
Lastly, is there a webpage I can go to to see the entire wording of the planning application? It is in county Galway?

It usually takes about 3 months for a decision to be made in relation to Planning Permission. You can look up the Planning Application [broken link removed] once you know the address or the name of the Developer. You could contact the builder and ask him for further details.
