Planning Permission for wheeled houses

Do you require planning permission for a house on wheels? Its a 3 bedroom swedish built house which the company sells for an extra €5,000 if you want it on wheels, as they say it wont need planing permission.

However, would putting one of these on a site mean a change of use?

Anyone any ideas?
 
Do you have to pay 21% VAT if it has wheels. I remember years ago if you bought a 'Mobile Home' with wheels it was charged at a higher VAT rate. I don't know if the rules still apply.

Don't know about that- at the very least it will require a foul sewer connection (either to a public sewer or your own septic tank/ private waste treatment system) and this will require planning permission and a percolation test. At which point, surely, the "mobile" property is no longer mobile (or a temporary structure) in the true (and intended meaning) of the word. Will the suppliers provide you with a gurantee to this effect, a gurantee underwritten by an insurance policy to cover any consequential loss- should their claim prove to be false or unsound. Oh, that's them there, heading over the hills....
