Planning perm for new windows and doors?

We have just purchased a 1970's bungalow in West Cork and are looking at modernising/renovation options to bring it up to a more aesthetic and comfortable style, making use of the stunning scenery surrounding it.
We are looking at a few options and would appreciate any qualified comments on these as to whether or not we would require planning, and if so, how likely we are to have our proposals approved:

1. Would like to put two windows into the gable end of the house (presently no windows exist here). We have over 30 metres from this end to the roadside or the edge of the property.

2. On the opposite end of the house where a window exists in the main bedroom, we would like to convert this window which is waist height into double doors which will open out into the yard.

3. Install one skylight in the roof.

4. convert two of the windows in the front of the house into bay windows.

We have searched a few Council websites and other links re planning but can see nothing re these issues.

Any pointers would be highly appreciated before we go to an architect and start forking out the $$!

Have you had a pre-planning meeting with your council... Ultimately they will be making the decision on whatever your application will be
 
You will need planning permission, by the sound of it those changes would not constitute exempted development. Changes to a property which do not require planning permission are set out in one of the schedules in the Planning and Development Regulations 2001, it's a fairly heavy document to work your way through. If you're sure the changes won't have any structural implications, you don't need to hire an architect or engineer, just get a draftsman to do the drawings for you. It'll be much cheaper. Some draftsman will also handle the planning application.

Who will certify compliance? A draftsman is unlikely to be acceptable for title reasons on a mortgage or sale.
