I'm a physio and got my first job in Dublin in 1999, having trained in the UK. It was tough to get the post, but then a few years later the hospitals were crying out for staff. It seems to go in cycles. Frequently, there's a ban on recruitment due to finances even though staffing levels are insufficient. I think new grads are finding it tough, but more senior staff are getting jobs. Depending on her level of experience, maybe try a private practice? Some owners are willing to take on new grads and train them up, but this will obviously be reflected in the pay. A few of my friends did it and got great experience - better than in the hospital setting (if she's interested in specialising in out-patient type work/sports injuries).
I also think UK-trained physios are well thought of - I believe the schools over there generally have good reputations and so that should stand to your girlfriend.
