We are having a bit of a débacle in my family over penalty points:
My mother was driving my father's car (he is the registered owner), with him as a passenger when she incurred a speeding fine. She couldn't afford to pay it straight away, but did eventually attempt to at the post office. For some reason she was turned away - I'm a bit shaky on the details as to why - perhaps it was too close to the pay by date. I think she then attempted to send a P.O. somewhere...
Anyway, to cut a long story short, although my mother takes all responsibility as the driver, it is my father as the owner of the vehicle who has now incurred three penalty points on his license. And of course we are talking MAJOR family ructions now because of it *roll eyes*
My question is: is there some way to apply, or to appeal to transfer the penalty points from the person who has incurred them, to the person who should have incurred them?
