PAYE refunds and an Accountant

Hi Guys

Can an accountant act on our behalf when dealing with the revenue. My sis is a paye worker and we reckon she is missing out on tax credits such as rent relief etc. Now we dont have a clue but our accountant is a freind so im sure he would help us out. So can he deal with the revenue on her behalf through his ROS by becomming her agent or does he need to access her details through her paye online.
 
Accountants in practice usually have what is called a Tax Adviser Identification Number (TAIN number) whcih Revenue use to identify cases where the accountant is acting for a taxpayer. He could act for her directly or look into the situation and she could then use PAYE online to file any adjustments directly. ALternatively he could prepare and submit a return for her.
