All those taxes and levies have different starting points. You have annual set income tax credits, weekly PRSI amounts and I'm unsure about the rules re USC.

10k in a year is considerably less than minimum-wage and the dole.
 
There are different rules for each.

Income Tax, personal credit of €1650 would exempt €8,250 from income tax. If you have a PAYE job then its €16,500.

PRSI does not kick until €18512.

Income of less than €10,036 is exempt from USC.

So in some cases €10,000 would be exempt from all taxes.

Does an employee on < €18512 build up contributory pension entitlements etc despite not paying employee PRSI?
