Paving garden - is planning required

Is planning permission required to change the lawn in a front garden to hardstanding (or other material) suitable to be used for a driveway (directly adjacent the existing driveway)? My understanding is planning permission is only required if you're increasing the width of the access to the property?

This is based on my interpretation under Exempted Development "Class 6" b) ii) of Part 1 of Article 6 of Schedule 2 (P158) of the Planning and Development Regulations 2001 - "the provision to the front or side of the house of a hard surface for the parking of not more than 2 motor vehicles used for a purpose incidental to the enjoyment of the house as such. http://www.irishstatutebook.ie/eli/2001/si/600/made/en/print#sched2

I believe you're correct, as long as your not knocking a wall at the front boundary to expand the entrance then I don't think you need planning.
