Hi , My friend is heading off on holidays soon and needs to renew her passport , She was born in England but she already has an Irish passport , In the form it asks for a birth certificate from an Irish parent which would be her late father , Does she need that as she has had an Irish passport for 20 odd years now, No luck in trying to contact the passport office by phone so if anyone can assist I would be grateful , Thank you .

No, not if it's a renewal. She just includes the most recent passport with her application (assuming it's an Irish one). Birth certs etc. are only needed for first time applicants.

You can renew online from the Dept of Foreign Affairs & Trade if you already have a Passport and are over 18 years of age.
https://www.dfa.ie/passportonline/
It's a simple process and faster than the postal system - takes about ten days to get the new passport from the online system.
