Paid for hours missed by red weather warning

Monday just gone we had a red weather warning in Dublin.
We lost 2 hours of productivity on sites.
Instead of starting at 8am most started in between 10-11am.
The sites were closed until 10am as per developer so would sub contractor be within his right to deduct 3 hours wages here ?

Or would/should the subcontractor be required to pay up ?

Are you asking about the relationship between an employer and his PAYE employees?

The fact that the employer is a subcontractor to the main contractor seems irrelevant to me?

Whatever the legal positions, most employers would simply take it on the chin and pay their employees especially in this market where it's very difficult to get staff.

It's not the employer's fault but it's not the employees' fault either.

Yes between employer & PAYE employees.

As developers had sites closed staff of subcontractors were unable to attend and were advised not to show up,would developers have any concerns here ?

Are you asking whether the developers would ultimately be liable for payment of the wages to subcontractors’ staff? If so, there’s no obvious exposure. It’s certainly not an employment law issue.

There might however be a provision in the contract for services between the developer and sub-contractor that would specifically address any such circumstance.
